No Child Left Behind, uh, except for high school students?

At a state-wide No Child Left Behind conference last weekend, I was amazed to discover a huge child demographic is being left behind – high school youth. What makes us think that the drop out, the dysfunctional adult, the disengaged employee, or unproductive citizen numbers will decrease if we do not stay with the child through maturation?
